Baldur is charmingly childish. He exists within a state of innocence that would no doubt be infuriating in most but somehow Baldur makes it endearing. He laughs at dumb jokes, loves puns and bedtime fairytales and makes friends with literally everyone he meets. Like a child he is liable to just announce their friendship rather than let it develop naturally, and somehow that works for him. There is some aspect to his personality that makes it hard to dislike him so even the nastiest tolters at Clovercliff begrudgingly keep him company and call him friend. He is simply too innocent to hate and so trustworthy that he has a veritable treasure trove of secrets and stories given to him by the other horses.
In reality, Baldur remembers some of the cruelties of his past. He is far more self-aware than he lets on to the mortal horses though the other gods have some inkling of the truth. Baldur knows hate and lies and violence; he understands betrayal and he is far more familiar with death than the mortals. He remembers his first death, the one Loki caused, most viscerally, but he keeps this memory to himself. Baldur knows that a life lived with genuine happiness and laughter is a good life, and that is how he intends to live this one. He's quite content with the other horses believing him genuinely innocent and he is in no hurry to change their opinions. He is satisfactory with this life and wants it to stay that way and so he reminds himself when someone tells a good joke to always laugh the loudest.
